THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN The Raleigh City Council will hold Public Hearings on July 1, 2025. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan. Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the July 1, 2025 meeting. To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up. NOTE: Copies of public hearing proposals are on file with Raleigh Planning and Development or can be accessed via the internet at www.raleighnc.gov/development. JOINT HEARING WITH THE RALEIGH HISTORIC DEVELOPMENT COMMISSION A public hearing will be conducted to receive public comment on the proposed historic landmark report and proposed Raleigh Historic Landmark designation: Bill and Betty Weber House, 1514 Delmont Drive (Wake County PIN 0783887574); The application is available for public review prior to that time at www.raleighnc.gov (search term: "historic landmarks"). Public Hearings at 7:00 pm TCZ-3-25 S West St, being Wake County PINs 1703488236 located the intersection of S West St, and W Hargett St. Approximately 1.74 acres are requested by Molly Stuart, Morningstar Law Group to be rezoned from DX-40-CU to DX-40-CU. The request is to amend existing zoning conditions. The approved zoning conditions from 2019 cover the topics of restricted uses, affordable housing, building type, parking restrictions, pedestrian access, building materials, active uses, and historic preservation. The only proposed change to the 2019 zoning conditions is related to affordable housing. The existing zoning conditions require the dedication of affordable housing units on site. Specifically, the existing condition requires that 20 units or 10%, whichever is greater, be dedicated as affordable housing to households earning 80% of the area median income or less for a period of 15 years. The rezoning request seeks to amend this condition to provide the option to dedicate funding to the City in lieu of constructing and rent controlled subsidized units on the rezoning site. The monetary dedication is offered at $40,000 multiplied by a number equal to 10% of the total dwelling units on site, if housing is built.
