NOTICE TO BIDDERS SEALED bids will be received by the Borough of State College on behalf of the Owner, Out of the Cold Centre County, Inc. (OOTC) at the office of the State College Borough (Borough) Planning Department, 243 South Allen Street, State College, PA 16801, Room 221, until 11 a.m. local prevailing time on July 22, 2025, at which time and place bids will be publicly opened and read aloud for the following project: Sprinkler System and Radon Mitigation System Installations in Existing Building at Out of the Cold Centre County, Inc., 318 South Atherton St., State College, PA Bid Documents may be obtained electronically beginning on Monday, June 23, 2025, by contacting the Borough Planning Dept. at planningdept@statecollegepa.us. Bidders who receive plans and specifications from sources other than the Borough MUST call 814-234-7100 to register as plan holders. Any addenda will be issued only to those registered with the Borough as having received contract documents. Prime Contractors shall provide all subcontractors and suppliers with bid documents. Bid and other Contract Documents may be examined Mon. - Fri., 8 a.m. to 5 p.m. at the Borough Planning Department, Room 221, 243 S. Allen St., State College, PA 16801 and at the Altoona Builders' Exchange. A pre-bid meeting will be held at 2:00 p.m. on July 7, 2025 at the project location, OOTC, 318 South Atherton Street, State College, PA. Additional pre-bid access to the project site is available on June 30, and July 14, 2025, from 2:00 to 3:30 p.m. local prevailing time. The approximate period of construction will be 70 calendar days beginning roughly on Aug. 1, 2025, with completion by Oct. 17, 2025. The project is funded through the Community Development Block Grant Program and is subject to all related federal regulations. Federal prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing wage rates, labor standards, nondiscrimination in hiring, illegal alien employment prohibition, E-Verify documentation, and related matters. All contractors and sub-contractors working on this project will be required to comply with the Pennsylvania Human Relations Act No. 222 and PA Steel Products Procurement Act. Bidders shall certify that they are not debarred from participating in state and federally funded contracts. Bidders must provide with their bids Section 3 Utilization and MBE/WBE contacts and commitments. Performance, payment, and maintenance bonds in 100% of the contract amount are required. Each bidder must deposit with his/her bid, security in the amount of 10% of the bid amount subject to the conditions provided in the Information for Bidders. Bids shall remain irrevocable for 120 days after the actual bid opening date in compliance with Act 317 of 1978, as amended, if award is delayed by the required approval of another government agency, or the award of a grant(s).
