The Central Midlands Council of Governments (CMCOG) currently has a proposed amendment for the FY 2023 – 2033 Rural Transportation Improvement Program (RTIP). This proposed amendment is available for public review and comment. The RTIP serves as the 10-year project priority listing and funding program for the Central Midlands Council of Governments (CMCOG) and as the Program of Projects for the rural area transit agencies.
Proposed Amendment(s) to the 2023 – 2033 Rural Transportation Improvement Program include(s):
The addition of $4.3 million in guideshare funds as part of a SCTIB Application Package for the development of the US 76 @ Adelaide Street; US 76 @ SC 219 (Main Street); US 76 @ SC 34 (Winnsboro Road); and the SC 34 (Winnsboro Road) @ Mt. Bethel Garmany Road/Heritage Drive Intersection Improvement Projects.
The addition of $80,000 in guideshare funds for an Alternative Analysis of the SC 34 (Boundary Street) @ SC 121 (Kendall Road) Intersection.
The addition of $80,000 in guideshare funds for an Alternative Analysis of the US 321 (Congress Street) @ S-61 (Washington Street) Intersection and central business district.
The addition of $1.2 million in guideshare funds for the development of five (5) Signal System Improvement Projects at the following locations:
US 76 @ Whitener Road - Newberry County
US 76 @ Walmart Entrance - City of Newberry
US 76 @ Kinard Road - City of Newberry
US 76 @ Pender Ridge Road - City of Newberry
US 76 @ Walter Cousins Lane - City of Newberry
The CMCOG gives notice of intent to amend its 2023 – 2033 Rural Transportation Improvement Program. Those interested can view or receive a copy of the proposed amendment(s) at 236 Stoneridge Drive, Columbia, SC 29210 or on our website at www.centralmidlands.org. Written comments can be submitted to the CMCOG at the address shown above or emailed to rsimmons@centralmidlands.org. Written comments will be accepted until July 11, 2025.

Individuals interested in the conduct of a public hearing to discuss the contents of the TIP must submit a written request to the attention of Reginald Simmons at the CMCOG. Written requests for a public hearing must be received by CMCOG on or before the comment closing date at the address shown above.
All written comments received shall, as applicable, be made as part of the CMCOG and/or CMRTA records of public input. Please be advised that if no comments are received and/or no additional changes have been made, then as amended, this document will be published as the final document.
