The Central Midlands Council of Governments (CMCOG) currently has proposed amendments for the FY 2023-2033 Transportation Improvement Program (TIP). These proposed amendments are available for public review and comment. The TIP serves as the 10-year project priority listing and funding program for the Columbia Area Transportation Study (COATS) Metropolitan Planning Organization (MPO) and as the Program of Projects for the urban area transit agency, the CMRTA.
Proposed Amendment(s) to the 2023-2033 Transportation Improvement Program include(s):
The addition of $8,217,666 in FY 2024 Section 5307 funds that have been transferred to the Central Midlands Regional Transit Authority.
The addition of $674,247 in FY 2024 Section 5339 funds that have been transferred to the Central Midlands Regional Transit Authority.
The addition of $340,039 in FY 2023 Section 5310 funds to the Central Midlands Regional Transit Authority for the purchase of a service.
The addition of $105,622 in FY 2023 Section 5310 funds to the Babcock Center, Inc. for the purchase of a vehicle.
The addition of $105,622 in FY 2023 Section 5310 funds to the Babcock Center, Inc. for the purchase of a second vehicle.
The addition of $105,622 in FY 2023 Section 5310 funds to the Babcock Center, Inc. for the purchase of a third vehicle.
The addition of $105,622 in FY 2023 Section 5310 funds to the Babcock Center, Inc. for the purchase of a fourth vehicle.
The addition of $204 million in Federal Railroad Administration Railroad Crossing Elimination Grant funds for the Assembly Street Railroad Separation Project.
The addition of $503,280 in Transportation Alternatives Program funds for the Old Cherokee Road Sidewalk.
The addition of $246,480 in Transportation Alternatives Program funds for the Double Branch Road Sidewalk.
The addition of $8.4 million in Carbon Reduction Program funds for the City of Columbia Signal Systems Improvement Project.
The addition of $80,000 in guideshare funds for an Alternative Analysis of the Old Barnwell Road at Sausage Lane Intersection.
The addition of $80,000 in guideshare funds for an Alternative Analysis of the Old Barnwell Road at White Knoll Road Intersection.
The addition of $80,000 in guideshare funds for an Alternative Analysis of the Old Barnwell Road at Ermine Road Intersection.
The removal of $75,000 in guideshare funds for a planning analysis of the Old Barnwell Road at SC 6 & Stump Road Intersection.
The COATS MPO gives notice of intent to amend its 2023-2033 Transportation Improvement Program. Those interested can view or receive a copy of the proposed amendment(s) at 236 Stoneridge Drive, Columbia, SC 29210 or on our website at www.centralmidlands.org. Written comments can be submitted to the MPO at the address shown above or emailed to rsimmons@centralmidlands.org. Written comments will be accepted until July 11, 2025.

Individuals interested in the conduct of a public hearing to discuss the contents of the TIP must submit a written request to the attention of Reginald Simmons at the CMCOG. Written requests for a public hearing must be received by CMCOG on or before the comment closing date at the address shown above.
All written comments received shall, as applicable, be made as part of the CMCOG and/or CMRTA records of public input. Please be advised that if no comments are received and/or no additional changes have been made, then as amended, this document will be published as the final document.
