NOTICE OF RULEMAKING
REGARDING THE RULES OF PROCEDURE OF SILVER PALMS WEST COMMUNITY DEVELOPMENT DISTRICT
In accordance with Chapters 190 and 120, Florida Statutes, the Silver Palms West Community Development District ("the District") hereby gives the public notice of its intent to adopt an Amended and Restated General and Procedural Rules ("Amended Rules"), including but not limited to regulations pertaining to regulations governing the board of supervisors, officers, voting, meetings, District Manager, public records, decisions affecting substantial interests, rulemaking, bid protest procedure, procurement of goods, services, and contracts, and other provisions governing the operations of the District.
The purpose and effect of the Amended Rules is to provide for updated, current, and consistent with applicable laws, authority of the board supervisors and effective District operations. Prior notice of the rule development was published in the Miami Herald on June 17, 2025
Specific legal authority for the repeal of the existing General and Procedural Rules and adoption of the proposed Amended Rules, include Sections 190.011(5), 190.011(15), and 190.035, Florida Statutes. The specific laws implemented in the Amended Rules include, but are not limited to Chapter 190, Florida Statutes, generally, and Sections 190.006, 190.011(5), 190.011(15), 190.033, 190.035, 112.3143, 120.525, 120.053, 119.07(1), 119.0701, 120.54, 120.57(3), 218.391, 287.055, 287.017, 287.084, 255.05, 255.20, 255.0525, 112.08, 189.053, 296.011, 286.0114, 286.0105 and 120.081, Florida Statutes.
Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by Section 120.541(1), Florida Statutes, must do so in writing within twenty-one (21) days after publication of this notice.

A request for a public hearing on the District's intent to adopt its Amended Rules must be made in writing to the District Manager at 5385 N. Nob Hill Road, Sunrise, Florida 33351 and received within twenty-one (21) days after the date of this Notice.
If a public hearing is requested, this public hearing may be continued to a later date, time and place to be specified on the record at the hearing. If anyone chooses to appeal any decision of the Board with respect to any matter considered at a public hearing held in response to a request for such a public hearing, such person will need a record of proceedings and should accordingly ensure that a verbatim record of proceedings is made which includes the testimony and evidence upon which such appeal is based.
If a public hearing is requested, one or more Supervisors may participate in the public hearing by telephone. At the above location, if a public hearing is requested, there will be present a speaker telephone so that any interested party can attend the public hearing at the above location and be fully informed of the discussions taking place either in person or by speaker telephone device.
