PASCAGOULA REDEVELOPMENT AUTHORITY REQUEST FOR PROPOSALS
FAMILY ENTERTAINMENT DEVELOPMENT
The Pascagoula Redevelopment Authority (PRA) will accept sealed proposals from qualified individuals or firms for the creation of a Family Entertainment Development in Pascagoula, Mississippi. The PRA seeks an innovative, economically sustainable, and community-oriented development that will enhance local quality of life, stimulate economic activity, and attract regional visitors.
All proposals for such development must meet the following minimum requirements:
The proposed development must meet the PRA's goal of increasing economic activity within the City of Pascagoula's Urban Renewal Areas, which include Downtown Pascagoula and the Old Mobile Avenue and Chicot Road corridors. The PRA's goals for this development include:
Provide a safe, inclusive, and engaging family entertainment experience.
Align with the City's long-term vision for revitalization and urban renewal.
Complement existing amenities and encourage increased foot traffic where practical.
Demonstrate financial viability and potential for long-term success.
Proposals should present a concept for a family-oriented entertainment facility or mixed-use development, which may include (but is not limited to):
Indoor/outdoor play areas
Mini-golf, arcades, bowling, escape rooms
Event/party space
Food and beverage components
Ancillary retail or other services
Proposals for this development will be rated according to the following criteria:
1. EXPERIENCE of the development, ownership, and management team(s), including other previous developments/facilities.
2. QUALIFICAITONS of the enterprise, including but not limited to, the financial capacity and legal ability to complete the development to meet the minimum requirements as described above.
3. CONTRIBUTION to the economic viability of the surrounding area, including increased or diversified volume of business which would support the area (type of development).
4. Anticipated FINANCIAL APPROACH to the development, including funding sources and expected support from PRA.
All proposals will be rated on the following system to determine priority for potential funding (Description – Maximum Points): Experience – 25; Qualifications – 25; Contribution – 25; Financial Approach – 25. (Total 100 Points)
All proposals shall be submitted in a sealed envelope labeled with "NAME OF INDIVIDUAL OR FIRM: FAMILY ENTERTAINMENT DEVELOPMENT." Said proposals shall include the following:
Detailed description of the proposed development, including cost estimates and other information as outlined in this RFP.
Site plan, use plans, and/or schematic drawings of the proposed development.
Documentation indicating financial and legal ability to undertake the development.
Detailed financial approach (anticipated capital investment, funding sources, and expected PRA support)
Team qualifications and experience with similar projects.
Information regarding market feasibility and revenue projects of proposed development.
Any other relevant information which the submitter believes should be considered.
Development Timeline, to include development phasing (if applicable).
The PRA reserves the right to reject any or all proposals, to request additional information from any respondent, and to negotiate development terms with any selected developer.

Proposals must be submitted no later than 2:00pm on Tuesday, July 22, 2025, which is more than 30 days since the date of publication for this request for proposals. Following the submission on July 22, 2025, the sealed proposals will be opened.
