CITY OF RICHLAND NOTICE OF APPLICATION, PUBLIC HEARING AND OPTIONAL DNS (PLN-T2-2025-00015 & PLN-T1-2025-00245) Notice: Clover Planning and Zoning LLC, on behalf of property owner, Greg Markel, has filed a special use permit application for the development of a drive-through coffee stand. The proposed coffee stand will be approximately 600 square feet in size and will include a small patio area. All interested parties are invited to attend and participate in the public hearing. Environmental Review: The proposed project is subject to environmental review. The City of Richland, serving as the lead agency under the State Environmental Policy Act (SEPA), has reviewed and evaluated the proposed project for probable adverse environmental impacts. The City anticipates issuing a Determination of Non-Significance (DNS) under WAC 197-11-355. This may be your only opportunity to comment on the environmental impacts of the proposed development.
