REQUEST FOR RELEASE OF FUNDS On or about July 7, 2025, the Miami-Dade County Department of Housing and Community Development (HCD) will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of funds under Title II of the Cranston-Gonzalez National Affordable Housing Act for the following project: Agencies Project Title & Description Project Funding Liberty Square Liberty Square Block 8: The purpose of the Liberty Square Block 8 Tax Credit Equity: $10,516,471.00 Elderly, LLC project is to redevelop the vacant public housing site and create new Tax Exempt First Mortgage: affordable housing. The new development will consist of a seven- $39,000,000.00 story building with 132 elderly units with a medical facility on the FHFC SAIL: $2,500,000.00 ground floor. The remaining portion of the parcel will be reserved for Deferred Developer Fee: $2,287,720.00 homeownership opportunities. Approximate Total Project Cost: Location: 1201 NW 63rd Street, Miami, FL 33147 $54,304,191.00 The development is expected to receive Site Folio No.: 01-3114-002-0010 132 units of Project Based Vouchers (PBV) FINDING OF NO SIGNIFICANT IMPACT HCD has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at HCD, located at 701 NW 1st Court, 14th Floor, Miami, FL 33136, and may be examined or copied weekdays 8:00 A.M. to 5:00 P.M. PUBLIC COMMENTS Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to Department of Housing and Community Development, ATTN: Xavier Vega, HCD Manager, to the address listed above or via email at communitydevelopmentservices@miamidade.gov. All comments received by July 3, 2025, will be considered by HCD prior to authorizing submission of a request for release of funds. Comments should specify which public notice is being addressed. RELEASE OF FUNDS HCD certifies to U.S. HUD that Daniella Levine Cava, in her capacity as Mayor, consents to accept the jurisdiction of the Federal Courts, if an action is brought, to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. U.S. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Miami-Dade County to use Program funds. OBJECTIONS TO RELEASE OF FUNDS U.S. HUD will consider objections to its release of funds and the Miami-Dade County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of HCD approved by U.S. HUD; (b) HCD has omitted a step or failed to make a decision or finding required by U.S. HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by U.S. HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to U.S. Department of Housing and Urban Development, Miami Field Office, Brickell Plaza Federal Building, 909 SE First Avenue, Room 500, Miami, Florida 33131-3028, ATTN: Eric Hoe, Acting Division Director, Office of Public and Indian Housing.
