View original filePublic Notice The Board of County Commissioners of Miami-Dade County, Florida, will conduct a Public Hearing during its Miami-Dade County Infrastructure, Innovation, and Technology Committee meeting in its meeting room on the 2nd floor of the Stephen P. Clark Center, 111 NW 1st Street, Miami, Florida, on Wednesday, May 13, 2026, at 2:00 P.M., to consider Amending the boundaries of the Ojus Sanitary Sewer Special Benefit Area and Approving, Adopting and Ratifying Non-Ad Valorem Assessment Roll, Rate and Assessments for FY 2026-2027. The improvement to be provided through the Special Benefit Area will consist of the construction of a gravity sewer system to mandate the connection of non-residentially and non-institutionally zoned properties to a Miami-Dade County Water and Sewer Department operated gravity sewer system. It will supply approximately 2,647 linear feet (LF) of six-inch poly vinyl chloride (PVC) and ductile iron pipe (DIP) public sewer laterals; 9,300 (LF) of eight-inch to sixteen-inch PVC and DIP public gravity sewer piping; 338 LF of eight-inch and twelve-inch DIP and high density polyethylene sewer force main piping within public right-of-way; and a sewer pump station located within public right-of-way in accordance to the WASD’s Rules and Regulations (Implementing Order 10-8) and corresponding technical standards. An illustration of the improvements is presented in Attachment 1 entitled Ojus Sanitary Sewer Special Benefit Area Sanitary Sewer Improvements. The Public Hearing has been scheduled pursuant to the provisions of Chapter 18-14 and 18-22 of the Code of Miami-Dade County.
The boundaries of the Special Benefit Area are generally described as follows:
Certain non-residential and non-institutional zoned parcels designated by Folio numbers listed located within the area generally bounded by NE 186th Street, NE 187th Street, and NE 188th Street on the north, by the Oleta River on the west, by the Florida East Coast Railway on the east, and by NE 179th Street on the south; excluding parcels which front existing gravity sanitary sewer infrastructure.
The Special Benefit Area’s boundaries and geographical location are shown on the attached exhibit entitled Ojus Sanitary Sewer Special Benefit Area Boundary and Folios, hereinafter referred to as Attachment 2 attached, with a list of affected folios as Attachment 3 entitled Properties that form the Ojus Sanitary Sewer Special Benefit Area.

All interested persons may appear before the Board at the hour and date set forth above or file written support for or objection to the Special Benefit Area’s creation. Implementation of an assessment roll, will be in accordance with the procedures defined in Chapter 18 of the Code.
The Water and Sewer Department has advised that the assessment for all individual properties within the Special Benefit Area is based on a per square foot (SF) basis of lot size as listed by the Miami-Dade Property Appraiser. Individual assessments were estimated annually at a rate of $0.5656 per square foot per year for 28 years.
It should be duly noted that, if approved by the Board of County Commissioners, these assessments will be collected in the same manner as ad valorem taxes are collected. Therefore, property owners who do not pay these special assessments should be aware of the potential for loss of their title which exists with the use of this collection method.

SUMMARY OF THE COUNTY MAYOR’S REPORT ON RECOMMENDATIONS FOR THE ORDINANCE AMENDING THE BOUNDARIES OF THE OJUS SANITARY SEWER SPECIAL BENEFIT AREA MIAMI-DADE COUNTY, FLORIDA; APPROVING, ADOPTING, AND RATIFYING THE NO-AD VALOREM ASSESSMENT ROLL, RATES, AND ASSESSMENTS FOR FY 2026-2027
Pursuant to Chapter 18 of the Code of Miami-Dade County (Code), the Miami-Dade County Water and Sewer Department (WASD) Director recommended the creation of an Ojus Sanitary Sewer Special Benefit Area (OSSSBA). The OSSSBA will provide for the development of centralized sanitary sewer service to certain non-residential and non-institutional zoned parcels designated by folio numbers.
OSSSBA Services – Sanitary sewer improvements will be constructed in an area bounded by N.E. 186 Street, N.E. 187 Street, and N.E. 188 Street to the north, by the Oleta River to the west, by the Florida East Coast Railway to the east and by NE 179 Street to the south. Only certain non-residential and non-institutional zoned parcels designated by folio numbers are considered in the Special Benefit Area, excluding parcels that front existing sanitary sewer infrastructure. WASD will design, permit, and construct the sanitary sewer improvements.
Method of Apportionment – The construction and financing cost will be assessed to the Special Benefit Area through the Miami-Dade County Tax Assessor annually. The Special Benefit Area’s construction and financing cost estimate is $21,223,217.00. The monetary burden associated with these proposed improvements will be assessed to each property owner through a special assessment over a 28-year period. Each property will be required to connect to the sewer system and shall also pay standard WASD connection charges and the cost of elimination of the existing septic system.
Based on the Property Appraiser data, the assessment will be based on a per square foot of parcel size. The annual assessment is estimated at $0.5656 per square foot for each parcel served.

The assessment information is based on the expected infrastructure and financing costs and is subject to change in the event the OSSSBA’s services are modified. As necessary, total costs and assessments will be adjusted to match actual costs and financing terms.
Recommendation – The WASD Director and Miami-Dade County Mayor recommend the adoption of the ordinance amending the boundaries of the OSSSBA in Miami-Dade County, Florida, by adding one property, ratifying the non-ad valorem assessment roll, rates and assessments for the OSSSBA for the Fiscal Year commencing October 2026 and ending September 30, 2027; and approving severability, exclusion from the Code and an effective date to enable construction of the sewer collection system.
