ADVERTISEMENT & REQUEST FOR PROPOSAL
The City of Hialeah, Florida, will receive electronic (sealed) bids for the project entitled: Fire Station 7, Fuel Station Upgrade and Recommission until Thursday, January 29, 2026, via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl. The responses must be submitted electronically in the manner specified below in the electronic submittal method described below and in no other manner. Responses submitted in any other manner will not be considered. Responses submitted after the deadline will not be considered.

The City of Hialeah, Florida, is seeking proposals for the upgrade and recommission of a new fuel station at Hialeah Fire Station #7, 7590 West 24th Avenue, Hialeah, FL 33016. The fuel station will provide essential fueling services for the department’s emergency vehicles and equipment, ensuring that first responders can operate efficiently and effectively in the field. This project includes all necessary groundwork, utilities, fuel dispensing systems, safety measures, compliance with regulations, and appropriate amenities.
Each Response must be submitted electronically via the City’s e-Procurement Portal located at https:// procurement.opengov.com/portal/cityofhialeahfl no later than the date and time specified below. Bids received after said date and time or in some other manner than as stated above will not be considered, and no time extensions or waivers will be granted.
The City’s schedule for this Solicitation is as follows:

(The City reserves the right to delay or modify scheduled dates and will notify Bidders in writing of all changes in scheduled dates.)
A bid bond will be required if the bid amount exceeds $100,000.00. A Bid Bond, a certified check, cashier’s check, Treasurer’s check, or bank draft of any State or National Bank in the amount of five percent (5%) of the total bid amount must be submitted as an original hard copy prior to the closing date and time of the solicitation. This is a mandatory requirement.
Performance and Payment Bonds will be required if the contract amount exceeds $200,000.00. After an approved award, the successful Respondent shall post a Performance and Payment Bond from a Corporate Surety equal to one hundred percent (100%) of the project total, unless otherwise specified. The City of Hialeah reserves the right to reject any and all responses, and to decide to re-advertise/ re-bid or not, or to waive any informalities or minor irregularities, technicalities, or omissions, in the solicitation process. Responses may be held over by the City of Hialeah Purchasing Division, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the response and investigating the qualifications of the respondents, prior to consideration of the awarding of the contract and must be honored by the Vendor on the same terms and conditions during this period. This is a mandatory requirement.
Please be advised that this Solicitation is issued subject to the City of Hialeah’s Charter and Code of Ordinances. and the Miami-Dade County “Cone of Silence”, see 2-11.1(t), Miami-Dade County Code, which are deemed as being incorporated by reference in this IFB. Communications with the Mayor, City Council, any Section Committee, and City Staff are restricted.
