P PUBLIC NOTICE NOTICE OF PUBLIC HEARING ON PROPOSED FISCAL YEAR (FY) 2026 ACTION PLAN WITH FUNDING RECOMMENDATIONS FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM, EMERGENCY SOLUTIONS GRANT (ESG), CDBG PROGRAM INCOME, AND HOME PROGRAM INCOME FUNDS; SUBSTANTIAL AMENDMENTS TO THE FY 2013- 2017 CONSOLIDATED PLAN, AS EXTENDED THROUGH 2019, THE FY 2020-2024 CONSOLIDATED PLAN, THE FY 2025-2029 CONSOLIDATED PLAN, AND THE CORRESPONDING FY 2013 THROUGH FY 2025 ACTION PLANS TO RECAPTURE AND REALLOCATE CDBG, ESG, CDBG-CV, AND ESG-CV FUNDS The Miami-Dade Housing Committee will hold a public hearing for actions described below on Tuesday, June 9, 2026, at 12:30 p.m. Subsequently, the actions described below will be considered for final action by the Board of County Commissioners (BCC) on Tuesday, July 21, 2026, at 9:30 a.m. Both meetings will be held inside Board of County Commission Chambers located on the second level of the Stephen P. Clark Center, 111 NW 1st Street, Miami, Florida 33128. The purpose of the hearing is to give the public an opportunity to comment on the proposed FY 2026 Action Plan Funding Recommendations for CDBG, HOME, and ESG Program Funds; the allocation of CDBG and HOME Program Income funds; and Substantial Amendments to the FY 2013-2017 Consolidated Plan, as extended through 2019, the FY 2020-2024 Consolidated Plan, the FY 2025-2029 Consolidated Plan, and the corresponding FY 2013 through FY 2025 Action Plans to recapture and reallocate CDBG, ESG, CDBG-CV, and ESG-CV Funds. The public shall have an opportunity to comment on the following proposed actions; • Approve the Fiscal Year (FY) 2026 Action Plan and annual update to the FY 2025-2029 Consolidated Plan for submission to the United States Department of Housing and Urban Development (HUD), which includes the FY 2024 Action Plan funding recommendations, consisting of $12,657,029.00 of Community Development Block Grant (CDBG) Program funds, $4,722,449.45 of HOME Investment Partnerships (HOME) Program funds, and $1,096,830.00 of Emergency Solutions Grant (ESG) Program funds; $1,278,185.36 of CDBG Program Income Funds; and $1,671,077.57 of HOME Program Income Funds. • Approve Substantial Amendments to the FY 2013-2017 Consolidated Plan, as extended through 2019, the FY 2020-2024 Consolidated Plan, the FY 2025-2029 Consolidated Plan, and the corresponding FY 2013 through FY 2025 Action Plans to recapture and reallocate $1,174,556.59 of CDBG funds, $694.09 of ESG funds. $2,211.55 of CDBG-CV funds, and $3,984.46 of ESG-CV Funds. The Proposed FY 2026 Action Plan and the Substantial Amendments described above will be available for review online at https://www.miamidade.gov/global/housing/notices.page and at the following locations: Department of Housing and Community Development 701 NW 1st Court, 16th Floor, Miami, Florida 33136 The public is invited to attend and comment.
