NOTICE OF PUBLIC HEARING Notice is hereby given that a public hearing will be held by OATS, Inc. on October 15, 2026, at 4:00 p.m. to consider a project partially funded by the Missouri Department of Transportation, pursuant to Section 5311 of Title 49, United States Code. 1. Request financial assistance in an amount necessary to complete funding and operate OATS Transit rural services for 18 months. 2. The location of the project will be to serve residents in the OATS Transit service region comprised of 87 counties in Missouri. 3.The total estimated cost of the project is $41,801,600 (operating) Federal Funds $24,007,130 Local Funds $17,794,470 4. The source of the local match will be from unrestricted federal funds, local cash, donations and in-kind match. 5. At the hearing, OATS Transit will afford an opportunity for interested persons or agencies to be heard regarding the project. Interested persons may submit orally, or in writing, evidence and recommendations with respect to said project. If no person(s) request to give either oral or written statements three days prior to the public hearing, the applicant is not required to hold the public hearing. 6. Organizations interested in the proposed service may request information concerning the project from the applicant. 7.
