Notice of Municipal Letting City of Highland, Illinois Main St. and Pine St. Parking Lot Expansion PW-05-25 Time and Place of Opening of Bids Sealed proposals for the improvement described below will be received at the office of the City Manager, 1115 Broadway, Highland, IL 62249 until 10:00 AM on December 19, 2025. Sealed proposals will be opened and read publicly at the same time in the City Council Chambers. Description of Work Location: Northwest quadrant of the intersection of Main St. and Pine St. adjacent to the existing public parking lot. Proposed Improvement: The project consists of building and site removals, earthwork, under parking lot detention, concrete curb, PCC pavements, sidewalk, driveway pavement, trench drains, landscaping, sodding, and all incidental collateral work necessary to complete the work. Bidders Instructions 1. Complete digital project bidding documents are available by emailing Oates Associates, Inc. at oai@oatesassociates.com. 2. To bid the project, you must register as a plan-holder with Oates Associates by email at the address above or by contacting Terri Schlater at 618-345-2200. 3. IDOT prequalification is required. 4. The project is a "Public Works Construction" Project as defined in the Illinois Prevailing Wage Act 820 ILCS 130. As such, all bidders shall account for in their bids and will be subject to the general prevailing wage rates for Madison County, Illinois, currently published and as amended from time to time by the Department of Labor. Prevailing rate of wages are revised by the Department of Labor and are available on the Department's official website.
