PUBLIC HEARING NOTICE Whatcom County – CDBG Public Services NOTICE IS HEREBY GIVEN that Whatcom County Council will hold a public hearing September 9, 2025 in Council Chambers, 311 Grand Avenue, Bellingham, WA (AB2025-546) to review community development and housing needs, inform citizens of Community Development Block Grant (CDBG) fund availability and eligible uses, and receive comments on proposed and past activities. The hearing covers closeout of 2022–2025 CDBG Public Services grant and County's proposed 2025–2026 CDBG Public Services application. Whatcom County received $395,000 in 2022–2025 CDBG Public Services, used with Opportunity Council to deliver services to low/moderate-income individuals and families countywide including housing/utility assistance, information/referral, and community outreach coordination. For 2025–2026, County requests $130,000 through CDBG Public Services to continue supporting services principally benefiting low/moderate-income persons.
