Notice of Availability of the Draft Environmental Impact Report for the California Department of General Services Office Buildings Demolition Project
YOU ARE INVITED TO REVIEW AND COMMENT
The California Department of General Services (DGS) is releasing the Draft Environmental Impact Report (DEIR) for the Capitol Mall Office Buildings Demolition Project for public review and comment from October 26 to December 10, 2026. The purpose of the project is to remove underutilized office space and allow for future redevelopment of the project site. The proposed project includes three primary components: (1) demolition of the three existing buildings on the project site; (2) transfer of the state-owned property to another entity for redevelopment, which, for purposes of this EIR, is assumed to be the Board of Trustees of the California State University (CSU), and (3) future site development by California State University, Sacramento. The project site contains three existing state-owned office buildings in downtown Sacramento along Capitol Mall and N Street. Specifically, the Employment Development Department (EDD) Headquarters Building located at 800 Capitol Mall (this building has structures on both the 700 and 800 blocks of Capitol Mall but the address used for this EIR is 800 Capitol Mall); the EDD "Solar Building" Annex located at 751 N Street; and the State Personnel Board Building located at 801 Capitol Mall. Demolition of these three buildings is evaluated at a project level of detail in the EIR. The EIR also considers, at a programmatic level consistent with Section 15168 of the State CEQA Guidelines, a potential future development scenario at the building demolition sites. The intent of the proposed project is to demolish the subject properties regardless of whether a transfer to CSU or others occurs. Once the future land recipient is confirmed and a more detailed development scenario is identified, CSU or other appropriate lead agency is expected to prepare a separate CEQA analysis for that scenario.
As described in the DEIR, the project would result in less-than-significant impacts to the following resources: Land Use and Planning; Population, Employment, and Housing; Utilities and Service Systems; Energy; Geology and Soils; Hydrology and Water Quality; Hazards and Hazardous Materials; Biological Resources; Public Services and Recreation; and Aesthetics, Light, and Glare. Despite mitigation, the DEIR identifies significant and unavoidable impacts in the areas of Transportation and Circulation, Air Quality, Greenhouse Gas Emissions and Climate Change, Noise and Vibration, Cultural Resources, and Tribal Cultural Resources.
A meeting to provide further information on the DEIR will be held from 4:00 to 5:30 PM on Tuesday, November 17, 2026 in the East Meeting Room at the Tsakopoulos Library Galleria located at 828 I Street, Sacramento, CA 95814.
Written comments will be accepted by DGS through 5:00 PM on December 10, 2026. Comments must be delivered or mailed to Ms. Stephanie Coleman at the following address:
