Legal Advertisement Request for Qualifications Master Services List for Technical Transportation Reports Gulf Regional Planning Commission (GRPC) requires the services of one or more qualified Consultants to support MPO transportation planning and engineering activities and to respond to requests from member governments for technical planning and engineering assistance. Consultants shall identify the technical planning and engineering activities for which they wish to be considered. A Consultant may select one, two, or all three of the following service categories. 1. GRPC Technical Support The objective of a GRPC Technical Report is to document a transportation-related need and develop the project to a level appropriate for funding consideration. Projects may be based on GRPC planning studies, identified regional needs, or requests from a participating city or county. Potential study topics may include: Traffic Circulation Studies to identify refinements to the existing system to enhance vehicle flow and pedestrian movement. Traffic Impact Studies to evaluate proposed developments or expansions that are expected to generate additional traffic. Traffic Studies to identify transportation problems and recommend mitigation measures, including issues related to crash frequency, increased traffic volumes, or complex roadway geometry. Feasibility Studies determine whether a proposed alternative (such as a roundabout) is justified, constructible, economically feasible, environmentally and socially acceptable, and capable of accommodating projected traffic. Conceptual Engineering defines project design elements and anticipated construction tasks. Services include developing typical sections; preliminary horizontal and vertical alignments; preliminary right-of-way limits; identifying utility impacts; and preparing preliminary construction cost estimates. 2. On.Call Traffic Engineering Rapid response engineering eliminates lengthy procurement delays by assigning tasks as needs arise, allowing member governments to address unexpected traffic safety and operational issues quickly. Potential services may include: Traffic signal or stop sign warrant analyses: To evaluate traffic volumes, pedestrian characteristics, roadway conditions, and other relevant factors to determine whether a traffic control signal or stop sign is justified at a particular location. Roadway Safety Audit: To study an intersection or roadway and identify safety concerns affecting vehicles, pedestrians, and bicyclists. 3. Independent Reviewer An independent traffic engineering reviewer will provide objective, third-party evaluation of transportation plans, traffic impact analyses, project development, and traffic safety designs. Potential services may include: Unbiased Compliance Review to mitigate potential conflicts of interest between the project designer and approving public agencies responsible for review and approval. Risk Mitigation Review to identify geometric deficiencies, sight distance limitations, operational problems, severe bottlenecks, and congestion or other issues before construction. Engineering review to evaluate alternative designs, data, methodologies, assumptions, and conclusions to ensure that analyses and recommendations are technically sound and objective. Liaison: Attend coordination and review meetings and represent GRPC's technical interest when requested. Assist GRPC with coordination among consultants, member agencies, and other governmental entities. Contract Terms and Compensation: The GRPC Master Services List will remain in effect for three years. During this period, selected consultants may be issued work assignments to assist GRPC staff and member governments with technical, graphical, public involvement, planning, engineering, and document review activities. To ensure affordability and scalability for member governments, services will be authorized on a task order basis. Fees for each assignment will be negotiated based on the specific scope of work, deliverables, and schedule. The fees will typically range as follows: 1. GRPC Technical Report ranges from $10,000 to $25,000 2. On-Call Traffic Engineering ranges from $500to $5,000 3. Independent Reviewer ranges from $3,000to $15,000 The flexible structure allows member governments to request assistance tailored to their specific needs and project scale. Selections for the Master Services list do not guarantee a minimum level or volume of work.
