NOTICE OF PUBLIC HEARING CITY OF LIVINGSTON To All Interested Parties: NOTICE IS HEREBY GIVEN that the Livingston City Council will hold a Public Hearing at a Regular Meeting on August 18, 2026, at 7:00 pm in the City Council Chambers to consider the Planning Commission’s recommendation on the General Plan Amendments and Rezone applications listed below. The City Council will also consider introducing and waiving the first reading of the Rezoning Ordinance that would rezone properties with the land use designations as listed below. General Plan Amendment Application No. GPA 2025-02 through GPA 2025-07, Rezone Application No. REZ 2025-02 through REZ 2025-07- A request to amend the General Plan Land Use Diagram and Zoning Map for (6) properties in the City of Livingston as a part of a Housing implementation program of the City’s 6th Cycle Housing Element. New development shall conform to City adopted design guidelines. Environmental Review, an Addendum to the 2000 General Plan EIR was prepared to analyze potential changes in environmental effects associated with the Housing Element 2024-2032, Zoning Text Amendments, and compares the potential environmental impacts to the environmental impacts analyzed in the 2000 General Plan EIR. The Addendum is available at: https://www.cityoflivingston.org/commdev/page/city-livingston-housing-element-update. The focus of the analysis in the Addendum is changes in residential units and associated population that could occur as a result of the Housing Element 2024-2032, Zoning Text Amendments, and Zoning Map Amendments. As noted in the Addendum, the population growth resulting from the amendments would be within the assumed population buildout of 68,528 people analyzed in the 2000 General Plan EIR. The Addendum concludes that there are no substantial changes that will require major revisions to the General Plan EIR due to the involvement of significant new environmental effects or a substantial increase in the severity of previously identified significant effects. Livingston’s proposed 6th cycle Housing Element is incorporated as Appendix E of the Merced County Multi- Jurisdictional Housing Element. Event: City Council Meeting and Public Hearing Topics: 1. Redesignation of six properties to allow R-3 Zoning District land uses. 2. Introducing and waiving the first reading of an Ordinance to approve the rezoning of the properties listed in the table above. 3.
