ADVERTISEMENT FOR BIDS Hole 10 Culvert Replacement CT Myers Golf Course This project is being rebid. Sealed bids (proposals) will be received by the Owner , Mecklenburg County, NC, in the Woods Conference Room at the Office of the Land Use and Environmental Services Agency (Address: 2145 Suttle Avenue, Charlotte , NC 28208; Attn: Amber Grzymski , Project Manager) until 2:00 p.m., local prevailing time (the clock in the conference room will determine the time of receipt) on July 2, 2026, and then at said office be publicly opened and read aloud for the following: HOLE 10 CULVERT REPLACEMENT : Includes clearing, the removal of approximately 290 feet of CMP culvert and installation of approximately 290 feet of CPE culvert with drop inlet structure, and other ancillary items. Sealed bids shall be marked on the exterior : CT Myers Golf Course – Hole 10 Culvert Replacement, and with the name, address, and North Carolina Contractor License Number of the Bidder. Each Bid must be accompanied by a certified check or a Bid Bond by an acceptable surety company of not less than five percent (5%) of the amount of the Base Bid, made payable to the Owner, as a Bid guarantee. A Performance and Payment Bond will be required for the successful Bidder in the amount of one hundred percent (100%) of the Contract price, conditioned upon the faithful performance of the Contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the Work under this Contract. Each Bidder must be appropriately licensed as a General Contractor in compliance with NCGS 87. No Bidder may withdraw their Bid within 60 days after the date of Bid opening. The Owner reserves the right to reject any and all Bids and any part of a Bid and to waive formali ties and technicalities in the bidding procedure. Mecklenburg County, through the Business Diversity & Inclusion (BDI) Program, is committed to providing minorities, women, and small businesses equal opportunity to participate in construction and professional services contracts. As such, bidders are strongly encouraged to seek subcontractors and make a good faith effort to include certified Minority -owned or Women -owned Business Enterprises (MWBE). The MWBE achievement goals for this project are: Minority Business Enterprise (MBE): 5%; and, Women Business Enterprise (WBE): 3%. Boylan Avenue, Raleigh, North Carolina 27603, upon payment of $150.00 (non -refundable) for each set of documents. Each request for Contract Documents must be accompanied by a check made payable to "Smith Gardner , Inc." If sets are to be mailed, a non -refundable, fifty dollar ($50) postage and handling charge will be required. Electronic copies of the Contract Documents are available from the ENGINEER at no cost. Request for electronic copies of documents should be sent to spencer@smithgardnerinc.com . To qualify, all bids shall be submitted using bid forms contained in the Contract Documents, and submittal of all information requested in the Instructions to Bidders (ITB -1). Incomplete or segregated bids will not be accepted. Questions regarding the intent or Scope of Work must be delivered in writing to Spencer Hollomon, P.E. via email at spencer@smithgardnerinc.com and, to be given consideration, must be received at least seven (7) days prior to the date fixed for the opening of bids. Appropriate responses, where required, will then be issued by addendum to all plan holders prior to the date scheduled for the submittal of bids. Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendums, obtained from any other source.
