LEGAL NOTICE NOTICE IS HEREBY GIVEN that Rush Township, Centre County, via its Board of Supervisors, will consider the Ordinance described below for adoption and enactment at the regularly scheduled Board meeting at the Rush Township Municipal Building, 150 North Richard Street, Philipsburg, PA 16866, on Tuesday, May 12, 2026, at 5:30 p.m. A summary of the proposed Ordinance is as follows: AN ORDINANCE OF THE SUPERVISORS OF THE TOWNSHIP OF RUSH DETERMINING TO INCUR LEASE RENTAL DEBT IN THE MAXIMUM AGGREGATE PRINCIPAL AMOUNT OF $4,223,306.77, IN CONNECTION WITH THE FINANCING OF COSTS AND EXPENSES OF CONSTRUCTING ADDITIONS, ALTERATIONS, UPGRADES AND IMPROVEMENTS TO THE WASTEWATER TREATMENT FACILITY AND RELATED COMPONENTS OWNED AND OPERATED BY ORD SEWER AUTHORITY; DETERMINING THAT SUCH DEBT SHALL BE INCURRED AS LEASE RENTAL DEBT; APPROVING THE AUTHORITY'S CONSULTING ENGINEERS' REPORT RELATING TO THE SELF LIQUIDATING NATURE OF SUCH LEASE RENTAL DEBT OF THIS TOWNSHIP; AUTHORIZING AND DIRECTING PROPER OFFICERS OF THIS TOWNSHIP TO PREPARE, VERIFY AND FILE THE DEBT STATEMENT, THE APPLICATION FOR EXCLUSION OF SELF LIQUIDATING DEBT AND OTHER APPROPRIATE DOCUMENTS REQUIRED BY THE LOCAL GOVERNMENT UNIT DEBT ACT, AS AMENDED, OF THE GENERAL ASSEMBLY OF THE COMMONWEALTH OF PENNSYLVANIA; AUTHORIZING PROPER OFFICERS OF THIS TOWNSHIP TO EXECUTE, ATTEST, AND DELIVER GUARANTY AGREEMENTS WITH RESPECT TO SAID GUARANTEED SEWER REVENUE BOND OF SAID AUTHORITY; APPROVING THE FORM OF SAID GUARANTY AGREEMENTS; GUARANTEEING PAYMENT OF THE PRINCIPAL OF AND INTEREST ON SAID GUARANTY AND MAKING CERTAIN COVENANTS WITH RESPECT THERETO; SETTING FORTH THE DEBT SERVICE TO WHICH SAID GUARANTIES ARE APPLICABLE; ESTABLISHING A SINKING FUND WITH RESPECT TO SAID GUARANTIES; AND PROVIDING FOR PROPER OFFICERS OF THIS TOWNSHIP TO TAKE ALL OTHER REQUIRED, NECESSARY, OR DESIRABLE RELATED ACTION IN CONNECTION WITH SAID GUARANTY AGREEMENTS. A complete copy of the proposed Ordinance is on file and available for inspection at 150 North Richard Street, Philipsburg, PA 16866. Any and all interested or affected parties are invited to attend and/or present comment on the proposed Ordinance.
