REQUEST FOR PROPOSALS RHHA-26-RFP-002 The Rock Hill Housing Authority is seeking proposals from qualified entities interested in staffing and administering a YouthBuild program in Rock Hill. The YouthBuild program will provide at-risk youth ages 16-24 with pre-apprenticeship occupational skills training, academic services (high school diploma/GED), and job placement services, while creating affordable housing for low-income residents. The selected entity (YouthBuild Operator) will be responsible for the full implementation of the YouthBuild model, including: 1. Recruitment & Intake: Targeting high-risk youth (16-24). 2. Education Services: Providing GED/High School Diploma services, tutoring, and remedial education. 3. Construction Skills Training: Offering hands-on training (e.g., carpentry, HVAC, electrical) leading to industry-recognized 4. Construction Plus Component: Offer hands-on training in construction and credential in a high-demand healthcare opportunity (i.e., Certified Nursing Assistant) 5. Case Management & Supportive Services: Providing counseling, mentorship, and transportation to ensure retention. 6. Job Placement: Facilitating placement into unsubsidized employment, apprenticeships, or higher education. 7. Performance Tracking: Meeting DOL-required metrics, including education and employment rates (2nd after exit and 41h Qtr. after exit), median earnings (2nd Qtr. after exit), credential attainment, measurable skill gains, effectiveness in serving employers, and percentage of participants that enter a Registered Apprenticeship within one year of exiting.
