NOTICE OF APPLICATION Michels Laydown Yard Permit No. TUM-25-0730 January 2, 2026 Proposal: The applicant is proposing an extension of their laydown yard with infiltration pond, overflow parking lot and frontage improvements on Dowcor Lane. The development will include infrastructure, frontage improvements, and open space. Applicant: Troy Halbach, PO Box 128; 817 Main Street, Brownsville, WI 53006. Representative: Larry Schaefer, 5016 Lacey Blvd SE, Lacey, WA 98503. Location: Parcels totaling approximately 10.5 acres located at 9435 Dowcor Lane SW and 2440 93rd Ave SW, Tumwater, WA 98502. Tax Parcel Numbers 12721120200, 12721120201, 12721120202 and 12721120400. Complete Application: Application submitted: December 10, 2025. Application deemed complete: December 24, 2025. Project Permit/Approvals: The following permits and approvals may be required: Transportation Concurrency, State Environmental Protection Act Determination, Design Review Approval, Landscape Plan Approval, On-site Lighting Approval, Site Development/Grading Permit, Sign Permits and NPDES Permit. Environmental Documents Relating to the Project: A completed environmental checklist and related reports were submitted. People receiving this notice will be informed about the City's threshold determination when it is issued. Determination of Consistency: No determination of consistency with City of Tumwater or State of Washington plans, regulations, or standards has been made. At a minimum, this project will be subject to the following plans and regulations: Tumwater Comprehensive Plan, Tumwater Zoning Code (TMC Title 18), Tumwater Environmental Policy Ordinance (TMC 16.04), Tumwater Design Guidelines, Tumwater Drainage Design and Erosion Control Manual, and the International Building Code. Public Hearing: A public hearing is not required for this project as the use is a permitted use in the zone district and accessory to an existing business. Public Comment Period: The 14-day comment period ends at 5:00 p.m. on January 16, 2026.
