Notice of Public Hearing Village of Swansea Heights, Illinois Business District Plan for the Proposed Triple Lakes Business District The Village of Swansea Heights is considering adopting a Business District Plan for the proposed Triple Lakes Business District pursuant to the Illinois Business District Development and Redevelopment Law (65 ILCS 5/11-74.3-1 through 3-7, the "Business District Law"). This notice also includes the following information: 1. The Village will hold a public hearing on the proposed Business District Plan and designation of the Business District on November 24, 2025 at 5:30 P.M. at Swansea Village Hall at 1444 Boul Ave, Swansea, IL (618) 234-0044. The boundaries of the Triple Lakes Business District are described as follows: 2. Swansea Annexation / TIF Boundary 230477 - Legal Description November 4, 2025 A tract of land being part of Sections 32 and 33, Township 2 North, Range 8 West and part of Section 5, Township 1 North, Range 8 West all of the Third Principal Meridian, County of St. Clair, State of Illinois, and being more particularly described as follows: Beginning at the southwest corner of said Section 32; thence northerly on the west line of said Section 32 to the northwest corner of the Southwest Quarter of said Section 32; thence easterly on the north line of the West Half of said Southwest Quarter of Section 32 to the northeast corner of said West Half of the Southwest Quarter of Section 32; thence southerly to the north line of the South Half of the South Half of Section 32; thence easterly on said north line of the South Half of the South Half of Said Section 32 and the easterly extension thereof to the easterly right of way line of Union Hill Road; thence southerly on said easterly right of way line to the northerly right of way line of Frank Scott Parkway West; thence westerly and southwesterly on a the northerly and northwesterly right of way lines of Frank Scott Parkway West to the northerly right of way line of Llewellyn Road; thence westerly on said northerly right of way line of Llewellyn Road to the east line of a tract of land recorded in the St. Clair County Recorder's Office in Document Number A01622883; thence northerly on said east line of said tract of land recorded in Document Number A01622883 to the northeast corner said tract of land line recorded in Document Number A01622883; thence westerly on the northerly line of said tract of land recorded in Document Number A01622883 to the northwesterly corner of said tract of land recorded in Document Number A01622883; thence southerly on the westerly line of said tract of land recorded in Document Number A01622883 to the northerly line of William Watson Assessment Plat, reference being had to the plat thereof recorded in the St. Clair County Recorder's in Plat Book 56 on Page 14; thence westerly on said northerly line of William Watson Assessment Plat and the westerly extension thereof to the westerly line of a Tract 1 described in Document Number A02346249; thence northerly on said westerly line of a Tract 1 described in Document Number A02346249 to the south line of said Section 32; thence westerly on said south line of said Section 32 to the Point of Beginning. Including any public right of way adjoining the subject parcel and not currently within the corporate limits of any municipality. Excluding therefrom any part of the area described within the corporate limits of any municipality. 3. The Village has prepared a Business District Plan (the "Plan") for the Triple Lakes Business District as required by the Business District Law. The purpose of the Plan is to induce private investment in construction of a new commercial development within the Business District. The Plan establishes the objectives and policies for development of the Business District and includes an estimate of Business District project costs. 4. A portion of the funds necessary to pay Business District project costs associated with this development are to be derived from a proposed 1% Business District Retailers' Occupation Tax, a proposed 1% Business District Service Occupation Tax and a proposed 1% Business District Hotel Operators' Service Occupation Tax. 5. A copy of the Business District Plan is available for public inspection at Village Hall. 6. All interested persons will be given an opportunity to be heard at the public hearing.
