SAN LUIS WATER district NOTICE OF INTENT TO ADOPT AN INITIAL STUDY/ MITIGATED NEGATIVE DECLARATION FOR THE SAN LUIS WATER DISTRICT LOS BANOS CREEK RECHARGE AND RECOVERY PROJECT (PROJECT) NOTICE IS HEREBY GIVEN that the San Luis Water District ("District") intends to adopt a Mitigated Negative Declaration for the Los Banos Creek Recharge and Recovery Project ("Project"). A public hearing to consider adoption of the Mitigated Negative Declaration will be held at the District Office, located at 1015 Sixth Street, Los Banos, California 93635, on a future date no earlier than December 9, 2025, to be determined and duly noticed by the District in accordance with applicable requirements. The Project entails using existing gravel pits (basins), designated as the Central Basin and the Southern Basin, to capture, store, recharge, and bank CVP and Warren Act water and/or Los Banos creek flood waters. The Central Basin is approximately 85 acres and has the capacity to store approximately 1,000 acre-feet. The Southern Basin is approximately 51 acres and is expected to store approximately 800 acre-feet upon completion of mining operations. The Basins will serve four purposes: Surface Water Storage, Groundwater Recharge, Groundwater Recovery, and Flood Water Capture. Pursuant to the California Environmental Quality Act, an Initial Study has been prepared, describing the degree of potential environmental impacts of the Project. The District has assessed the potential environmental impacts of this Project and has determined that they will be less than significant with mitigation. Copies of the Initial Study and proposed Mitigated Negative Declaration are on file and available for public review upon written notice to 1015 Sixth Street, Los Banos, CA 93635. The public review period during which the District will receive comments on the proposed Mitigated Negative Declaration will begin on October 31, 2025, and end on December 1, 2025.
