NOTICE OF RESCHEDULED PUBLIC HEARING (**INCLUDES NEW HEARING DATE**) Application of TOCE SC Solar 1, LLC for a Certificate of Environmental Compatibility and Public Convenience and Necessity for the Construction and Operation of a 170 MW Solar Facility in Sumter County, South Carolina Pursuant to S.C. Code Ann. § 58-33-10 et seq. Docket No. 2025-253-E Why is this Notice Important? TOCE SC Solar 1, LLC ("TOCE Solar" or "Company") filed an application for a Certificate of Environmental Compatibility and Public Convenience and Necessity ("CECPCN") with the Public Service Commission of South Carolina (the "Commission"). When Will the Commission Hear the Company's Case? A public hearing is scheduled in this case to begin on Monday, December 1, 2025 at 11:00 a.m. with only attorneys present for procedural issues and no witnesses and reconvening on Tuesday, January 27, 2026, at 10:00 a.m. to receive evidence and hear from witnesses at the Public Service Commission, 101 Executive Center Drive, Hearing Room, Columbia, South Carolina 29210. The hearing may continue, as necessary, on Wednesday, January 28, 2026, at the call of the Chairman. What is TOCE Solar's Electric Generation Siting Energy Infrastructure Project in this Case? Project White Palmetto Project Solar Photovoltaic Generating Facility ("White Palmetto Project") Affected Property Sumter County, approximately 12 miles northwest of the City of Sumter near Borden Road and Black River Road Affected County Sumter County, South Carolina Design Capacity 170-megawattAC nameplate capacity solar photovoltaic Potential Acreage Impact Approximately 1,700 acres of land What is TOCE Solar's target date for substantial completion of construction and power delivery for the White Palmetto Project? • Quarter One of 2028 Why is TOCE Solar asking the Commission to issue a CECPCN in this case? • South Carolina Public Service Authority ("Santee Cooper") and Central Electric Power Cooperative, Inc. ("Central") each awarded the White Palmetto Project separate power purchase agreements ("PPA") pursuant to Santee Cooper's 2024 Request for Proposals ("RFP") for solar generation: ­ Santee Cooper's PPA will be for 98 MWAC of the White Palmetto Project's energy and capacity; and ­ Central's PPA will be for the remaining 72 MWAC of energy and capacity. ­ Santee Cooper's RFP expects power delivery no later than December 31, 2028. Does TOCE Solar's application include a request for the Commission to preempt local ordinances? Yes. TOCE Solar requests that the Commission preempt Sumter County's special exception zoning requirement and any other local laws that affect in any way the development, construction, and operation of the White Palmetto Project. The case was filed according to S.C. Code Ann. Sections 58-33-10 et seq., 58-37-100 et seq. and, the hearing is scheduled according to S.C. Code Ann. Section 58-33-130, 58-37-100 et seq. and S.C. Code Ann. Regs. 103-817.
