Background DTPW, as a federal grant recipient, is required by the FTA to conform to Title VI of the Civil Rights Act of 1964, as amended. Title VI requires that no person in the United States, on the grounds of race, color, or national origin, be excluded from, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance. DTPW has prepared its 2025 updated Title VI Program in compliance with Title 49 CFR Section 21.9(b) and with FTA Circular 4702.1B “Title VI Requirements and Guidelines for Federal Transit Administration Recipients,” issued October 1, 2012 (FTA Circular). This is a three-year look back from December 1, 2022, through November 30, 2025. DTPW’s Office of Civil Rights and Labor Relations has taken the necessary steps to ensure that all future Title VI updates are submitted to the Board for approval well in advance of FTA due dates.
