American Bottoms RWTP - Phase 1 Improvements
Separate, sealed proposals (Bids) will be received by the Village of Sauget, 2897 Falling Springs Road, Sauget, Illinois 62206 until 2:00 PM. prevailing time, December 9, 2025 for the above Project at which time Bids will be publicly opened and read aloud. Any Bid received after the time and date specified shall not be considered.
The work includes, but is not limited to, work at the American Bottoms Regional Wastewater Treatment Plant to include removal and replacement of the existing primary and secondary thickener mechanisms, removal and replacement of the existing recycle pump station, removal and replacement of the existing lime system, laboratory HVAC renovations and upgrades, along with work at the East St. Louis Pump Station to include removal and replacement of the existing influent screens and work at the Cahokia Pump Station to include removal and replacement of the existing influent screens.
ANY CONTRACT OR CONTRACTS AWARDED UNDER THIS INVITATION FOR BIDS ARE EXPECTED TO BE FUNDED IN PART BY A LOAN FROM THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY (ILLINOIS EPA). NEITHER THE STATE OF ILLINOIS NOR ANY OF ITS DEPARTMENTS, AGENCIES, OR EMPLOYEES IS OR WILL BE A PARTY TO THIS INVITATION FOR BIDS OR ANY RESULTING CONTRACT. THE PROCUREMENT WILL BE SUBJECT TO REGULATIONS CONTAINED IN THE PROCEDURES FOR ISSUING LOANS FROM THE WATER POLLUTION CONTROL LOAN PROGRAM (35 IAC PART 365), THE DAVIS-BACON ACT (40 USC 276A THROUGH 276A-5) AS DEFINED BY THE UNITED STATES DEPARTMENT OF LABOR, THE EMPLOYMENT OF ILLINOIS WORKERS ON PUBLIC WORKS ACT (30 ILCS 570), ILLINOIS WORKS JOBS PROGRAM ACT (30 ILCS 559/20-1), AND THE FEDERAL "BUILD AMERICA, BUY AMERICA ACT" REQUIREMENTS CONTAINED IN THE INFRASTRUCTURE INVESTMENT AND JOBS ACT, PUB. L. NO. 117-58.
THIS PROCUREMENT IS ALSO SUBJECT TO THE LOAN RECIPIENT'S POLICY REGARDING THE INCREASED USE OF DISADVANTAGED BUSINESS ENTERPRISES. THE LOAN RECIPIENT'S POLICY REQUIRES ALL BIDDERS TO UNDERTAKE SPECIFIED AFFIRMATIVE EFFORTS AT LEAST SIXTEEN (16) DAYS PRIOR TO BID OPENING. THE POLICY IS CONTAINED IN THE SPECIFICATIONS. BIDDERS ARE ALSO REQUIRED TO COMPLY WITH THE PRESIDENT'S EXECUTIVE ORDER NO. 11246, AS AMENDED. THE REQUIREMENTS FOR BIDDERS AND CONTRACTORS UNDER THIS ORDER ARE EXPLAINED IN 41 CFR 60-4."
This project qualifies for the Adjustment Period Waiver of Section 70914(a) of P.L. 117-58, Build America, Buy America Act, 2021 for SRF Projects that have Initiated Design Planning. The statutory American Iron and Steel (AIS) requirements of Clean Water Act (CWA) Section 608 and Safe Drinking Water Act (SDWA) Section 1452(a)(4) as previously applied to SRF projects will continue to do so as part of the BABA requirements.
The successful bidder will be required to agree to not less than the prevailing rate of wages will be paid to all workmen, laborers, and mechanics performing their work under their contract.
Bids will be received for a single prime Contract.
The Issuing Office for the Bidding Documents is: the office of Crawford, Murphy & Tilly, Inc. located at One Memorial Drive, Suite 500, St. Louis, MO 63102. Prospective bidders may contact the consulting engineer's office by dialing 314.345.5917 or e-mailing Nishe Abellana at nabellana@cmtengr.com. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m. (local time) and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Electronic copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Bid security shall be furnished in accordance with the Instructions to Bidders.
