DETAILED SUMMARY OF MATTER TO BE VALIDATED: The action is brought because the County of Placer (the "County") wishes to finance vital public capital facilities and address a critical shortage of affordable housing and, in order to achieve these objectives, the County has chosen to use a State law that authorizes a separate governmental entity established by the County (known as the Placer County Enhanced Infrastructure Financing District No. 1 (Sunset Area/Placer Ranch) ("EIFD")) to provide tax increment financing, and the EIFD cannot access financing from the public capital markets without determining certain legal matters. The proposed EIFD will consist of 8 project areas (collectively, the "Project Areas"). The Board of Supervisors of the County has approved, and the governing board of the EIFD -- known as the Placer County EIFD Public Financing Authority No. 1 ("EIFD Public Financing Authority") -- has adopted, an Infrastructure Financing Plan ("IFP") for the EIFD, and the tax increment to be allocated to the EIFD will be generated from the properties located in the County as more specifically described in the IFP. It is expected that the EIFD will issue bonds and other debt payable from tax increment generated from the properties within the boundaries of the County, including the Project Areas. The County and the EIFD (collectively, "Plaintiffs") seek to validate proceedings, actions, bonds, debt and other matters related to the EIFD and the IFP and to obtain an order from the Superior Court that the proceedings, actions, bonds and other matters related to the EIFD and the IFP were, are and will be in conformity with the applicable provisions of all laws and enactments at any time in force or controlling upon such proceedings, whether imposed by law, constitution, statute, charter or ordinance, and whether federal, state or municipal, including but not limited to, the provisions of Article XIII A of the California Constitution, section 18 of Article XVI of the California Constitution and Chapter 2.99 of Part 1 of Division 2 of Title 5 of the California Government Code ("EIFD Law"). The Plaintiffs have filed a civil complaint against you. If you wish to contest the legality or validity of the matter that is the subject of this lawsuit, you must appear and file with the Court a written pleading in response to the complaint not later than November 26, 2025. Your pleading must be in the form required by the California Rules of Court. Your original pleading must be filed in this Court with the proper filing fees and proof that a copy thereof was served on Plaintiffs' attorneys. Unless you so respond, your default will be entered upon Plaintiffs' application, and this Court may enter a judgment against you for the relief demanded in the complaint. Persons who contest the legality or validity of the matters which are the subject of this lawsuit will not be subject to punitive action, such as wage garnishment or seizure of their real or personal property.
