NOTICE OF PUBLIC HEARING
CITY OF CHESTER
REDEVELOPMENT PROJECT AREA
The City Council of the City of Chester (the "City Council"), the governing body of the City of Chester, South Carolina (the "City") will hold a public hearing on Monday, November 24, 2025 to receive comments on the City's proposed redevelopment plan (the "Redevelopment Plan") and the construction of public improvements in and around the redevelopment project area (as identified in the Redevelopment Plan) (the "Redevelopment Area"). The public hearing will be held at 6:30 p.m. at City Hall, which is located at 120 Church Street, Chester, South Carolina. All interested persons will be given an opportunity to be heard at the public hearing.
The Redevelopment Area encompasses 374 acres and 21 parcels of real property. The boundaries of the Redevelopment Area were drawn to include and encompass the certain agricultural areas of the City's newly annexed north boundary. A map of the proposed Redevelopment Area, including the boundaries therefor, is shown in detail in the Redevelopment Plan and copies may be made available upon request to the City during regular business hours.
The Redevelopment Plan has been developed by the City to promote and encourage redevelopment in the Redevelopment Area. Through the undertaking of certain municipal improvements (collectively, the "Redevelopment Projects"), as further described below, within and around the Redevelopment Area (which the City believes to be an agricultural area in accordance with the statutory requirements of Title 31, Chapter 6 of the Code of Laws of South Carolina 1976, as amended), the City expects to create an environment attractive to private investment. It is expected that the Redevelopment Projects will substantially increase the tax base and benefit all affected taxing districts.
The Redevelopment Projects will include: utility infrastructure improvements (storm water, water, sewer and natural gas); parks and recreation-related improvements; improvements to City-owned buildings and facilities; planning, design, landscaping, streetscaping, hardscaping; and new auditoriums, gymnasiums, teacherages and other public education buildings and amenities, including new public school facilities for K-12 students.
Presently, and depending on all available sources of financing, the cost of the Redevelopment Projects is estimated at $115,000,000. Due to a number of factors, it is expressly recognized that implementation of all the Redevelopment Projects discussed herein may not be feasible. In light of the limited availability of financing or related capital contributions, the City intends to prioritize the Redevelopment Projects that it believes will provide the most likelihood of redevelopment within the Redevelopment Area. Any tax increment obligations issued to finance the costs of the Redevelopment Projects shall not exceed a term of 30 years.
