SUBJECT: 2025 Placer County Code Amendment Package (PLN23-00457), Statutory Exemption, All Supervisorial Districts
NOTICE IS HEREBY GIVEN that the Planning Commission will conduct a public hearing at the above place and time to consider a recommendation from Planning Services Division staff and make a recommendation to the Board of Supervisors to repeal and replace Placer County Code (Code) Chapter 9 (Public Peace, Safety and Welfare) and Chapter 17 (Zoning) to incorporate amendments to the same. The proposed Code Amendments are intended to improve internal consistency of the Code, improve processes and procedures, address minor errors, and address emerging land uses, development trends, and technologies. The proposed amendments would include revisions to Article 9.36 "Noise" in Chapter 9 of the Code and revisions to Article 17.04 "Definitions", Article 17.06 "Zoning Districts Established", Division II "Commercial Districts", Division III "Industrial Districts", Division VII "General Development Regulations", Division VIII "Specific Use Regulations", Article 17.60 "Zoning Administration", and Article 17.62 "Code Compliance and Enforcement" in Chapter 17 of the Code.
Specifically, the Commission will consider amendments to Section 9.36.080 – "Exceptions"; Section 17.04.030 – "Definitions of land uses, specialized terms and phrases", Section 17.06.050 – "Land use and permit tables"; Section 17.20.010 – "Commercial planned development (CPD)"; Section 17.22.010 – "General Commercial (C2)"; Section 17.24.010 – "Heavy commercial (C3)"; Section 17.26.010 – "Highway services (HS)"; Section 17.30.010 – "Neighborhood commercial (C1)"; Section 17.34.010 – "Resort (RES)"; Section 17.36.010 – "Airport (AP)"; Section 17.38.010 – "Business park (BP)"; Section 17.40.010 – "Industrial (IN)"; Section 17.42.010 – "Industrial Park (INP)"; Section 17.54.020 – "Height limits and exceptions"; Section 17.54.030 – "Landscaping and fencing"; Section 17.54.040 – "Minimum parcel standards"; Section 17.54.070 – "Design and improvement of parking"; Section 17.54.140 – "Exceptions to front, street-side, side and rear setbacks"; Section 17.54.170 – "Signs"; Section 17.54.180 – "On-premises signs"; Section 17.54.190 – "Off-premises signs"; Section 17.56.180 – "Residential accessory uses"; Section 17.56.200 – "Accessory and junior accessory dwelling units"; Section 17.56.340 – "Community center, commercial event center, agricultural event center"; Section 17.56.350 – "Ground-mounted residential solar electric generating systems"; Section 17.56.400 – "Moveable tiny houses"; Section 17.60.100 – "Variance"; Section 17.60.105 – "Administrative approvals – Relief from standards"; Section 17.62.180 – "Administrative citations"; and the adoption of a three new Code sections, Section 17.56.360 – "Zero Emission Multimodal Hub – Stand-Alone"; Section 17.62.032 – "Enforcement administration"; and Section 17.62.185 – "Creation of ordinary lien for unpaid administrative fines."
The Planning Commission will also consider a finding of Statutory Exemption pursuant to Section 15061(b)(3) of the California Environmental Quality Act Guidelines.
