NOTICE OF REQUEST FOR PROPOSALS
SWEETWATER PRESERVE PARKWAY PROJECT
Manatee County, Florida
Notice is hereby given that Cornerstone Land Company, LLC ("Cornerstone") will accept proposals from firms interested in providing labor, materials, and equipment for Sweetwater Preserve Parkway ("Project") at the community known as "Coasterra" located in Manatee County, Florida. (Note: The Project has already been mass graded.) The pricing from the selected bid may also be used for future change orders to include additional construction site work, including earthwork, utilities, roadways, and stormwater management improvements.
The "Project Manual," consisting of instructions to Proposers, technical information, contract forms, proposal forms, construction plans, and other materials, will be available upon request from WRA Engineering ("Engineer") at ccuffle@wraengineering.com and are expected to be available beginning September 15, 2025 at 3:00 p.m. (EST). There will be a mandatory pre-proposal conference ("Mandatory Pre-Proposal Conference") on Monday, September 22, 2025 at 2:00 (EST) held remotely via Microsoft Teams, at https://www.microsoft.com/en-us/microsoft-teams/join-a-meeting, Meeting ID 245 344 798 375 5, Passcode c4EH2ss9. Attendance is required for eligibility to bid. Please e-mail ccuffle@wraengineering.com to be added to the meeting invitation.
Cornerstone reserves the right in its sole discretion to make changes to the Project Manual up until the Proposal Deadline (defined herein), and to provide notice of such changes only to those proposers who indicated their intent to bid by attending the Mandatory Pre-Proposal Conference and registering at that meeting.
Firms desiring to provide services for the Project must submit an original copy and one (1) electronic copy (PDF format and all documents included on a USB flash drive) of the required Proposal no later than October 6, 2025 at 3:00 p.m. (EST) ("Proposal Deadline"), at the offices of the Engineer, c/o WRA Engineering, 600 N. Washington Blvd., Suite 300, Sarasota, Florida 34236 ("Engineer's Office") (or at an alternative location to be determined and announced).
Proposals shall be in the form provided in the Project Manual and submitted in a sealed envelope, marked with a notation "PROPOSAL FOR THE SWEETWATER PRESERVE PARKWAY PROJECT." Proposals should include a Project schedule including the dates of curb and base completion and the first lift of asphalt installed by January 31, 2026. Each proposer shall supply a bid bond, or cashier's check, made payable to the Cornerstone and in the amount of 5% of the total bid with its proposal. Cornerstone reserves the right to return unopened to the Proposer any Proposals received after the time and date stipulated above. Each Proposal shall remain binding for a minimum of sixty (60) days after the Proposal opening.
Ranking of proposals will be made on the basis of qualifications, price and other criteria, all as set forth in the Project Manual, and at the sole discretion of Cornerstone. Cornerstone reserves the right to reject any and all proposals, make modifications to the work, and waive any minor informalities or irregularities in proposals as it deems appropriate, if it determines in its discretion and it is in Cornerstone's best interest to do so. Proposals received from firms that fail to the meet the following minimum qualifications/ requirements will not be considered or evaluated: (1) Proposer will have constructed three (3) improvements similar in quality and scope with a minimum of $2,000,000 in total volume construction cost within the last three (3) years located within Manatee County, Florida; (2) Proposer will have minimum bonding capacity of $10,000,000 from a Surety Company acceptable to Cornerstone; (3) Proposer is authorized to do business in Florida; (4) Proposer is registered with Manatee County and is a licensed contractor in the State of Florida; and (5) Proposers must provide a certificate of insurance indicating at least the following limits: General Liability Insurance $2,000,000 General Aggregate / $1,000,000 per Occurrence; $1,000,000 Personal and Advertising Liability; $2,000,000 Products Liability; $1,000,000 Automobile Combined Single Limit; Employers Liability Insurance $1,000,000; and $7,000,000 Umbrella. There are no bid protest rights of any kind associated with this Request for Proposals.
Cornerstone anticipates that all or a portion of the contract may subsequently be assigned to the Newport Isles Community Development District ("District"). In such event, the successful proposer will be required to furnish a payment and performance bond for one hundred percent (100%) of the value of the contract work assigned to the District (as described in the Project Manual), with a surety acceptable to the District, and in accordance with Section 255.05, Florida Statutes. Additional portions of the District's overall capital improvement plan may also be added through change orders, based on pricing information from the submitted bids.
