CITY OF HIALEAH ADVERTISEMENT & INVITATION FOR BIDS (IFB) The City of Hialeah, Florida, will receive electronic (sealed) bids for the project entitled: Construction Manager at Risk For City of Hialeah Education Academy – Phase 4 Expansion until Thursday, January 22, 2026 via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/cityofhialeahfl. The responses must be submitted electronically in the manner specified below in the electronic submittal method described below and in no other manner. Bids submitted in any other manner will not be considered. Construction Manager at Risk for City of Hialeah Educational Academy - Phase 4 Expansion BID #2024-25-039 Contract documents, including drawings, technical specifications, addendums, and Bid forms may be obtained by registering for free at https://procurement.opengov.com/portal/cityofhialeahfl. The City of Hialeah is seeking a Construction Manager at Risk (CMAR) to lead the City of Hialeah Educational Academy - Phase 4 Expansion project. The selected CMAR will be responsible for providing pre-construction, construction & post-construction services in close cooperation with the City & Architect/Engineer. The Construction Manager at Risk (CMAR) will be responsible for building and completing the project within the GMP of $7,500,000.00, including receipt of $2,900,000.00 from the Expansion Grant from the Florida Department of Education, Project No. 13B-91340-3D001. This Construction Management at Risk deliv- ery method is intended to expedite the Project to market, fostering enhanced synergies through the collaborative efforts of the City, the CMAR, and the Architect /Engineer team throughout the entire project delivery. The successful CMAR will assemble an experienced and technically proficient team capable of working collaboratively with City staff, other consultants, and all stakeholders. It additionally is an express condition precedent to the award of this solicitation that the City, as Landlord and City of Hialeah Education Academy, Inc., as Tenant, have executed a Master Lease Agreement for the premises described therein which include the location of this work. Each Response must be submitted electronically via the City’s e-Procurement Portal located at https://procurement.opengov. com/portal/cityofhialeahfl no later than the date and time specified below. Bids received after said date and time or in some other manner than as stated above will not be considered and no time extensions or waivers will be granted. The City’s schedule for this Solicitation is as follows: Event Date Time Advertisement Date: Sunday, October 26, 2025 Mandatory Pre-Proposal Meeting Tuesday, November 18, 2025 11:00 AM Mandatory 2nd Pre-Proposal Meeting Tuesday, December 2, 2025 11:00 AM Last Date for Receipt of Written Questions: Thursday, January 8, 2026 2:00 PM Deadline for Submittal of Bids: Thursday, January 22, 2026 11:00 AM (The City reserves the right to delay or modify scheduled dates and will notify Bidders in writing of all changes in scheduled dates.) A bid bond will be required if the bid amount exceeds $100,000.00. A Bid Bond, a certified check, cashier’s check, Treasurer’s check, or bank draft of any State or National Bank in the amount of five percent (5%) of the total bid amount must be submitted as an original hard copy prior to the closing date and time of the solicitation. Performance and Payment Bonds will be required if the contract amount exceeds $200,000.00. After an approved award, the successful Respondent shall post a Performance and Payment Bond from a Corporate Surety equal to one hundred percent (100%) of the project total, unless otherwise specified. Failure to timely submit any required Bond(s) will result in the disqualification of the bid response or rescission of the bid award, as applicable. The City of Hialeah reserves the right to reject any and all responses, and to decide to re-advertise/re-bid or not, or to waive any informalities or minor irregularities, technicalities, or omissions, in the solicitation process. Responses may be held over by the City of Hialeah Purchasing Division, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the response and investigating the qualifications of the respondents, prior to consideration of the awarding of the contract and must be honored by the Vendor on the same terms and conditions during this period. In addition, as an express condition precedent the City must be allocated and have a confirmed writing that it will receive $2,900,000 as an Expansion Grant from the Florida Department of Education, Project No. 13B-91340-3D001. If this condition precedent does not timely occur, then RFP responses will be rejected, and this RFP will not be awarded. Please be advised that this Solicitation is issued subject to the City of Hialeah’s Charter and Code of Ordinances. and the Miami-Dade County “Cone of Silence”, see 2-11.1(t), Miami-Dade County Code, which are deemed as being incorporated by reference in this Solicitation.
