The City of Hialeah, Florida, will receive electronic (sealed) bids for the project entitled: West 4th Avenue, From West 33 Street to West 49 Street Sidewalk, Milling, Resurfacing, Overbuild and Guardrail Improvement - Financial Project ID - 436736-1-58-01 until Wednesday, November 19, 2025, the bids must be submitted electronically in the manner specified below in the electronic submittal method described below and in no other manner.

IFB ID #2024-25-011 Contract documents, including drawings, technical specifications, addendums, and proposal forms may be obtained by registering for free at https://procurement.opengov.com/portal/cityofhialeahfl. Work under this Project includes furnishing materials, labor, tools, equipment, management, supervision and inciden- tals necessary to construct the improvements shown on the plans. Such improvements include, but are not limited to, sidewalk, milling and resurfacing, overbuild, drainage, landscaping and guardrail improvements on West 4th Avenue Service Road from West 33rd Street to West 49th Street, associated curb ramps and crosswalk pavement markings and signage. The Project is partially being funded with federal funds through the Local Agency Program. The Federal Highway Ad- ministration (FHWA) has given authority to the Florida Department of Transportation (FDOT) to approve Project devel- opment and construction administration in some instances. The City of Hialeah as a Local Agency must follow state and federal policies and standards when utilizing federal funds for projects provided through FDOT. Florida Department of Transportation pre-qualified contractors will be required and used to perform this Project. A con- tractor desiring to bid for the performance of any construction contract located on the National Highway System (NHS) or the State Highway System (SHS) in excess of $250,000 must be certified by the Florida Department of Transportation as qualified in accordance with Section 337.14(1), Florida Statutes and Rule 14-22, Florida Administrative Code. Con- tractors must be prequalified in the following work types: • 7. Drainage (includes all storm drains, pipe culverts, culverts, etc.). • 10. Flexible Paving (includes limerock, shell base and other optional base courses, soil-cement base, mixed-in-place bituminous paving, bituminous surface treatments and stabilizing). • 11. Grading (includes clearing and grubbing, excavation, and embarkment). • 12. Grassing, Seeding and Sodding. • 13. Guardrail • 15. Hot Plant-Mixed Bitum. Course (includes structural and surface courses). • 18. Landscaping Contractor Additional Experience 5 • 28. Pavement Marking (includes delineators, traffic stripe painting, and thermoplastics). • 38. Roadway Signing Any bid for the performance of any construction contract in excess of $250,000 submitted by a contractor not certified by the Florida Department of Transportation as qualified shall be declared “IRREGULAR” and will be REJECTED. Each Bid shall be submitted electronically to the City’s e-procurement Portal located at https://procurement.opengov. com/portal/cityofhialeahfl no later than the date and time specified below. Bids received after said date and time and/or if any other format will not be considered and no time extensions will be granted.

The bid surety will be in the amount of 5% of the bid or you may submit electronically via the eProcurement platform, a copy of a certified check or bank draft payable to the City of Hialeah. Should the contractor fail to submit the bid bond, the bid will automatically be forfeited. If the contract amount exceeds $ 200,000.00. Performance and Payment Bonds will be required in the form prescribed by Section 255.05, Fla.Stat. and shall be in the full amount of the contract, and must be submitted for review and acceptance by the City prior to the Notice to Proceed. The City of Hialeah reserves the right to reject any and all bids or to waive any informalities or minor irregularities, technicalities or omissions, in the bidding. Bids may be held over by the City of Hialeah, at its sole discretion, for a period not to exceed one hundred eighty (180) days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of the bidders, prior to consideration of the awarding of the contract. Please be advised that this Solicitation is issued subject to the City of Hialeah’s Code of Ordinances. The Miami Dade County Cone of Silence Ordinance, codified as 2-11.1 (t) of the Miami-Dade County Code, is deemed as being incorporated by reference in this solicitation. Communications with the Mayor, City Council, and City Staff are restricted.
